Economics plays a big role in measuring the development of a population. Being able to estimate the amount of resources necessary for the month, bimonthly period, or year is viewed as a measure of development.

Many countries that are communist or socialist still require that their population request the amount of food they or to state if it is too much for them during their allocation period. This shows intelligence, and a drive to obtain self sufficiency. Being dependent on the government to measure the amount of food they need in addition to providing the allocations is viewed as needing development.

Governments are required to account for the resources they use and explain the full lifecycle of their populations consumption. It helps to have populations that can assist with their own measurements in an intelligent and meaningful manner.

Education is difficult to measure. Knowing how to complete a work skill because it was a school requirement is not necessarily education. Its a form of knowledge, and some would consider this sort of treatment coerced knowledge retention.

Appropriate measurements for education might be the amount of time it takes to complete a task they liked and the amount of time taken to complete a task they didn't like. Measuring perfomance, and quality, and rating the decision making process in selecting learning tasks.

Other ratings such as contribution, diserability, social intelligence, and selection of interesting activities can often be correlated to economics and education ratings. Then their are ratings for relationships, friendships, workplace interactions, and use of amenities near their home or workplace.

Ratings will generally fall under economics, education, or contribution.
